Since all of this started 4 years ago, I have always believed Garmin's cautionary statements about sharing JCV files among users were related to liability issues in the event the target unit did not support the full screen JCV file and not to any copyright issues. Thankfully, the question you asked gave Garmin the opportunity to clarify its position.
I believe it would be in order for you to be moved to the top of the list of candidates being considered for Contributor of the Week for your efforts in this matter. (@ GlobeTurtle)

Typical corporate doublespeak that skirts the question. The question was probably on the order of "Can I get a copy of the large JCV file loaded to the 7x% models?"
Notice, they did not answer the question, not even a try at answering the question as to why they would no longer include the large JCV file for units that used to receive it.

It is not the first time we have seen confusing and conflicting answers from Garmin Support. That is why I am still anxious to see what kind of response JM gets to his question. But it is a positive sign that the answer is what we want it to be.
Actually Garmin could get rid of this whole problem by just making the full screen full coverage JCV the standard download on ALL units that support and originally came with full screen JCV. So there isn't space in internal storage to hold it? So what? There isn't space on most of these units to hold the full map in the first place! That's why they have the partial map region and SD card install options. Why even have the crippled partial coverage JCV? Save yourself some money Garmin, and don't bother generating that one. C'mon Garmin. Get real!

If you had the large JCV file and I wanted a copy, and we both had FTP programs, could you send it to me that way?

They can't please everyone no matter what they do.
All they need to do is just place the large full screen file on their server like they did for a couple of years, until the 2015.40 update. We'd already figured out where it would be located on the server and what the file name would be (see the FAQ here).
They went from making the file available a day or so after the map update was released to having it available within minutes or hours of the map release to not making it available at all.
Just making it available for anyone that wants or needs it, like they originally did, would solve all the problems here.

No. You need to upload the file on FTP server first. Then you can use FTP client to connect to FTP server to download it.

I agree with rookie8155. I would also propose that even if the file is copyrighted that it meets the intent of "fair use" under the DMCA and clearly passes the four factor test that is used to determine "fair use".
If Garmin had a commercial and marketing interest in the file then they would copy protect and lock it to specific devices as is done for the maps. The maps are a different matter and Garmin has demonstrated a commercial and marketing interest that would not pass the "fair use" test for copyrighted material.

Let me suggest that this thread is rapidly approaching the point of beating a dead horse.
This thread is now in its fourth page. Does it really need to approach the size of the famous When will the new map update come out and The new map update is available threads? Most/all of us are not lawyers or judges so let's leave these issues to JM since he's on top of the issue.
The thread has accomplished a lot and I'm glad it has progressed to the point of resolving several issues, but...
We've registered our complaint that Garmin no longer offers the large JCV file and as much as I'd also like to have Garmin offer it for my 855, it's not in our power to control Garmin and what they do. We've just learned that Garmin is OK with our sharing of the large JCV file and it's been made available to those who want to download it. The preference of a small group of users with a split-screen device for the full-screen JVs has been acknowledged. The pros and cons of the various JVs have been explored and is documented in this site's Index, Glossary, and many previous threads.
I'll step off my soapbox now.
