Map File Sizes on Different Devices

I picked up on a comment from another thread that questioned why the .img map file was a different size on two different devices. I too would like to understand this a little better.
I have an RV 760 and a Nuvi 1490. During recent updates to 2016.10, I noticed a significant difference with the 760 file being a good bit larger. My presumption was that the 760 has embedded POI information (Campgrounds, RV service centers, etc.) that is not on the 1490. That said, I would presume that the actual map data (streets and roads) is the same.
Does anyone have any insights on the reason for the file differences?

The amount of data within the map file probably doesn't change from unit to unit but the amount of area covered may because of internal memory sizes.

The full CN NA 2016.10 gmapprom.img files on all 3 of my nuvi models are identical in size (based on actual file size in bytes) and their content varies by only 5 bytes at the same offsets in each file.
