As always, will access the Garmin website directly and log in (again). Know I've logged into the Garmin site within the past year, so not sure what they're using as a trigger to send out these emails when they claim it's been years since I last signed in.
Something I noted in your post
It’s been years since you have been active on your Garmin account. If you continue to be inactive, your account will be deleted in 60 days.
If you’d like to keep your account and data, sign in at Garmin.com/account and we won’t delete it.
The wording sign into your account and the link in the text is to garmin.com/account. This makes me think that the potential deletion is based on when you have accessed your account or profile page, not simply using Garmin Express.
Perhaps it best you access your account/profile page and make sure everything is current.

I logged into my account just now although I've never gotten the message mentioned in the OP. I saw that my email address had not been verified. I verified my account and maybe that will give me a respite from future requests.
Just did the...
same. E-mail now verified, let's see what difference (if any) that makes

I also got that email message. I logged directly into the Garmin website (no clicking on link in email) and also found that my email address had not been verified, so I clicked on the verify link and completed the verification process. I'll see what happens now.

@GaryA
Logging into the Garmin website and getting your email address confirmed, you should be fine.

Is this real or a scam?
IMO real
Is this real or a scam?
Personally I think it real. As I pointed out I think some people who may have accessed Garmin Express for some reason are treating that as access. But I feel, from the wording provided, you have to access your profile page. So my advice is log into the Garmin website and go specifically to your profile page. Verify the info and then back out. That should take you all of 5 minutes and verify your continued existence.
