They are not the same unit. The 3490 is the new unit that Garmin has released. The 3790 is last year's model and doesn't have quite the same features. Some of things that I remember that they've upgraded include the traffic receiver (HD traffic) and update to the Guidance. Although, your question is valid. It is $70 cheaper.

I'm sure you are not the only one confused by the newer model of the GPS unit having a lower number than last years model.
