Rest Areas STILL Missing (on TomTom XXL)

I am somewhat new to the GPS world but I did download the rest area poi file to my TomTom XXL. On a recent trip from Atlanta to Raleigh I noticed that only 2 of about 8 rest areas were alerted/displayed. Any ideas and why would TomTom not include rest areas on their maps? I appreciate any help.

Which one did you download? because this one http://www.poi-factory.com/node/6643 is quite complete.

Rest Area Icon

Did you remember to download a Rest Area bmp Icon? The bmp & ov2 files must have the same name.
