Red light cameras in Los Angeles

It seems the Red Light Cameras in Los Angeles are losing money, largely because there is no proof that the registered owner of the vehicle is the driver. So the courts have refused to enforce them. One spokesperson also said the $450 file is too high. Duh! The salesman from ATS said that to me in the parking lot at city hall!
They are apparently turning them over to a collection agency, but I have a hard time with what a collection agency would do. They have even less proof whom the driver was.
Ridiculous.
Beating a red light camera
My brother-in-law was able to beat a red light camera in LA. I don't know how he did it, but he did!
