Nassau County NY Legislature announced today its list of 50 new red light cameras to be installed. They say they will be placed on high risk intersections and bring in 4 million in revenue. I have the list of intersections and will create new poi files today to be uploaded to the red light file. All cameras are expected to be operational by the end of september.

I noticed something today that disturbed me. At an intersection in Nassau county NY I observed, while waiting at an intersection with a red light camera, a car enter the intersection with a clear yellow light. As that car was clearing the intersection I saw the camera flash. I can imagine that the photo will show the car in the middle of the intersection with a red light. That driver did not however violate the law. I am a law enforcement officer and I can assure you that the VTL states that you may not ENTER the intersection against a red TSL. The wording of section 1111.D1 of the NYS VTL says;

Red indications:
1. Traffic, except pedestrians, facing a steady circular red signal, unless to make such other movement as is permitted by other indications shown at the same time, shall stop at a clearly marked stop line, but if none, then shall stop before entering the crosswalk on the near side of the intersection, or in the event there is no crosswalk, at the point nearest the intersecting roadway where the driver has a view of the approaching traffic on the intersecting roadway before entering the intersection and shall remain standing until an indication to proceed is shown except as provided in paragraph two of this subdivision. (paragraph 2 talks about right turn on red)

While I have no way to inform that driver to plead not guilty, I implore anyone who has gotten a RLC ticket to check the video feed that is available on line and verify that the you were not ticketed unjustly. REMEMBER…..If you enter the intersection on a yellow light, you are legal. I plan to bring this issue to the attention of the proper agency.

many moons ago that is what I was taught, but I suspect the interpretation of the law has changed to you must leave the intersection on the yellow. If look at how they compute the recommended yellow light time, it takes into consideration the width of the intersection. the city I used to live in passed an ordinance that treated the yellow as though it were a red, don't know if that ordinance is still in effect, I would hope not.

Flash doesn't mean a summons

Just because the car got a flash does not mean a summons was generated. They only have one chance to record the plate and they need the flash to make sure.

The decision to serve a summons or not is made while reviewing the video by employees of the RLC contractor and also later, I assume, by county employees. If the car entered on yellow and left on red, then no summons. The law is clear on that.

I tested this scenario some time ago (posted somewhere above) when I entered an intersection at least two seconds after yellow. As I passed under the light it was still yellow. I got no flash. Sufficient time has passed since then to say that I got no summons.

When stopped at the intersection of Lakeville Rd. and Union Tpke. in New Hyde Park, I noticed that the yellow light switched to red within about 6 seconds. Isn't there a standard for yellow lights. The shortened time would seem to be a safety hazard.

It has been discussed in the forum previously that the Federal standard for a yellow light is 3 seconds minimum.

Recently an article in Newsday quoted a Nassau County official who had been involved in the design of the red light camera system from the beginning that he made sure that the timing of yellow lights was proper and unchanged from what it had been before the installation of red light cameras, and that there were no other issues that might take unfair advantage of drivers at these intersections.

I have seen the things fire off with only cross traffic present. Never more than one flash. It's when that second one goes off.....

the 3 second time is not necessarily true, the recommended times can be up to 6 seconds depending on factors at the intersection.

I've seen the same thing. The first couple of times I saw it happen at a particular intersection, I presumed I'd missed something--a car making a right on red or some such thing. This particular intersection had RLCs on the east-west portion and nothing north-south. One day, I was in the southbound left turn lane, and when the light turned green I proceeded to make the left. There was NO traffic eastbound, none at all. But halfway through my turn, the RLC (now approximately behind me) flashed--there were NO cars coming from that direction, either in the intersection or stopped for the light.

I've since observed the RLC flash when other cars have done the same--that is, make a turn on green coming from a direction without cameras.

A friend made a u-turn legally at a green-arrow left turn lane in an intersection with a red light camera and set off a flash - no summons.

Just because the flash goes

Just because the flash goes off doesn't mean you are automatically going to get a ticket. Generally speaking, a yellow light means clearance for intersection-if your front wheels haven't already cleared the crosswalk you are supposed to stop. I always cringe when I see the lights flash on someone, because that means they probably just wasted a hundred bucks.

As long as it okay to go with unconfirmed reports. I posted the two unconfirmed Nassau locations hoping for confirmation from other Nassau members who may travel by them before I get a chance. As such, the Manhasset location may not be confirmed for sometime if no one around here knows to go looking for it. It will be several days before I can get to the Roslyn location so that too will go unconfirmed.

Can these reports stay up until they have been verified by others?

I actually call the cities and verify the info before adding them to the file.

I also have a list of trusted users in each area that I rely on to go out and check these locations.

I'm surprised that Nassau or Suffolk Counties in New York will verify since they have done a good job lately of withholding this information and deleting their own detailed postings of such.

Nassau Wants Fifty More

They have not yet reached fifty cameras and they are looking to get permission for fifty more. While searching for unrelated information, I came across this article about the redlight program:

Besides wanting to increase the limit to one hundred, they also want to increase the fee from $50 to $75 and add a new "documentary fee" of $15. Interesting is also the discovery that the county does not know where the money collected from violations is going. Apparently it was supposed to go to a dedicated fund to support social programs but it appears that fund was never set up :/

One glaring error in the article. There are pictures of the intersection of Glen Head Road and Glen Cove Road that are tagged as being of a red light camera. Problem is, it was proposed in the initial list of intersections to put one at this location but it was never implemented. The pictures do not show an RLC equipment.

Yellow means proceed with caution. It is legal to enter the intersection when facing a yellow light. However, you are not supposed to enter the intersection if you cannot proceed all the way through it unobstructed (no gridlock or blocking the box). If you have legally entered the intersection and the light turns red AFTER you have entered it but BEFORE you have cleared it, you MUST proceed through the intersection. That's why the RLC's have a sensor at the beginning of the intersection -- you have to be entering AFTER the signal has gone red.

Ther might be a grace period built in but this is just a guess. Since cars travel at approx. 1.5 feet per second per mph, if you have a yellow light that changes to red just as you are entering the intersection, it is impossible to stop in under (speed limit x 1.5 ft/sec.). Laws of physics will not be denied. For example, if you are travelling at 30 mph, you are traversing approx. 45 feet per second. If you are a few feet from entering the intersection when the light turns red, you can't possibly stop in less than time than physics allows. This is why police officers testify that the light was red x seconds before the motorist entered the intersection. It shouldn't be a "gotcha" violation on the cusp of the yellow-to-red change that you get written up for.

This article from Syosset Patch shows what is really going on in the legislature. None of this appeared in Newsday! They are going for the money. Fifty dollars was chump change.

I recently noticed that there is now a left turn arrow for Pidgeon Hill Road/Depot Road at Jericho Tpke. Not sure if there's an arrow for north and south bound; just happened to see it for southbound, if memory serves.

I drive a Bus around Nassau Country. I send all the new red lights cameras as I see them going up to Miss POI. I just want to say what a great team there is at this POI Factory. You do a great job.

hey im new here, appreciate all the hard work. these cameras have been snapping away in suffolk county on the interesection of 347 and 97.

Another New One

A new one has appeared in Plainview though not yet active. I have reported its coordinates to Miss POI. Power is hooked up but the video cables are still coiled up and not yet connected. Also, some of the cameras are not yet pointing at the intersection. Probably within the week it will be live.

In the file

Downloaded and installed the 1/5/11 RLC update last night. This afternoon I passed the new RLC location in Plainview, and my GPS gave me a warning, so it's already been added to the file. It's not active yet, but from the looks of it, it will be by next week's file update.

Short

I have been observing one of the new ones in Manhasset and it appears to me that the green phase east/west bound is shorter than it was in the past. Yesterday morning I was driving east bringing my 4 year old niece home from nursery school and there was a large traffic backup to that intersection. The green phase was only good for about a minute or so where in the past you might have had two and a half minutes. I don't know if it is broken or if this is a new plan to try and get people to jump the light by frustrating them. I am getting stopped at this intersection more often now than I did in the past.

So perhaps the whole conspiracy theory about short yellows is false because they are making the green shorter. This is the only intersection I have had a chance to really observe and compare before and after behavior.

That they may be making the greens shorter doesn't mean they're NOT making the yellows shorter as well, either at those lights or others.

I think I mentioned somewhere up-thread (or maybe in another thread...) an old college friend is a key player in the implementation of the RLC program in Nassau County. I talked to him over the summer about the program - he said that not only didn't Nassau shorten the yellow light times, but since Nassau uses "prevailing speed" to set yellow times, and most people in Nassau exceed the speed limit, yellow light times are typically longer than federal guidelines. This is from someone I've know 30 years, who I trust.

On Monday the Nassau County Legislature is expected to approve a bill to ask the state to allow Nassau to add 50 more red light cameras in the county. That’s 50 in addition to the 50 that are already in use.

“There is no doubt whatsoever that these devices save peoples lives,” says Assemblyman Charles Lavine from his office in Glen Cove. Lavine pointed to a survey done by the Insurance Institute on Highway Safety which said that traffic fatalities go down by 24 percent where red light cameras are installed. The study covered 14 large cities were the cameras were installed from 1996-2004.

“It seems pretty obvious, I think, that people will be cautious if they know these devices are at intersections.”

Lavine says he himself got a red light ticket in Queens. He tells me it happened when his daughter borrowed his car and went through a red light. The two worked out a deal to get it paid.

Despite Lavine’s assertions, some are not convinced that red light cameras are really all about saving lives. Pat Friedman of Garden City is one of them. She says she has been driving for 60 years and never got a ticket in her life. No parking tickets, stop sign tickets, speeding tickets, red light tickets… Well, that is, until she came across a red light camera. Now she has three, all in the last few years. “They’re saying for safety, “Friedman said at the corner of Stewart avenue and Clinton Road in Garden City, one of the 125 spots that could get a new camera. She continued, “I question whether it’s for safety or whether it’s for revenue.”

Two New Ones

I have not yet seen this one but it was just reported to me on the forum where I picked up the information above. Anyone in Nassau who gets to it before me can hopefully confirm it. There may be a few other lurking out there as the county is getting close to the fifty it is authorized:

Jericho, NY: Jericho Turnpike @ Cantiague Rock Road & Brush Hollow Road

Not surprised. This is a nasty three-way intersection just ripe for red light runners.

This RLC is not yet operational. I went through there this morning - the poles are up, cameras and lights in place, but none of the wiring is installed, and the "Photo Enforced" signs are not posted. It should be operational within a week or so, I'll keep an eye on it over the next few days, and let the Boss Lady wink know when it's operational.

And all four directions are covered by these RLCs - both ways on Jericho Turnpike, as well as on both Cantiague Rock and Brush Hollow where they intersect with Jericho.
