Is there any way to see previous edits made by users?

I am in need of datasets that include store closures, particularly that of grocery stores. I was looking at the "Aldi's in the US" datasets as an example, and one of the users deleted 12 records as the last update: I would like to know the records that were added/deleted over time. In general, it seems that there's a lack of any chronological inclusion in the files (which is understandable, since this website is about GPS info not necessarily proper data collection), but any way this can be accomplished?

If the original file was prepared in Excel, then there is a feature called "Track Changes" that IF enabled, might show the changes. Note that I said "IF" and to further muddy the water, Excel 2016, which I use, doesn't have the track changes feature. There are ways to add it, and I've done so, and I don't think the feature was enabled by the originator as no changes seem to have been tracked in the CSV file.
Track Changes is enabled/disabled/shown by clicking the "Review" tab and exploring the options usually positioned at the far right of the toolbar ("ribbon").

Try contacting the file creator through the sites PM feature. The OP may be able to provide you with an older version which you could compare with the current file.
It's old school and could be a lengthy process depending on the file size but it's one way to get the data you're after.

If you have an old version and a newer version you could also use Excel to open both files, side by side, and then do a comparison. Tedious, but might work. There might also be an add-in for Excel that would enhance the comparison.

I maintain this file and looking at my notes for the last 6 updates I only see additions no deletions. Who is the user that you mentioned?
