Try this
It is possible that you have multiple versions of POI Loader installed on your computer. The latest POI Loader (notice the space between POI and "L" of Loader) should be in C:/Program Files (x86)/Garmin/POI Loader. If you have more than one installation, the best thing for you to do is to go to
Start > Control Panel > Programs and Features
and uninstall all Garmin POI Loader entries.
Then go to
http://www8.garmin.com/products/poiloader/
and download the latest version.
Then, install POI Loader (it will put itself into C:/Program Files (x86)/Garmin/POI Loader.
Finally, download the required SPECIFIC version of sox.exe from
http://www.poi-factory.com/images/csv/sox-14-0-1.zip. Unzip the download and copy sox.exe to C:/Program Files (x86)/Garmin/POI Loader
I grabbed this from the Index. I think it also applies to Win 10. But it might be worth doing.
