As per my knowledge, they get traffic data from various sources like embedded sensors, radio stations, truck fleets, taxi fleets, user navigation devices and so on.

traffic data

Traffic providers such as Navteq get their data from probes which caan be sensors in the streets and highways or counting vehicles passing a camera or from Bluetoot devices carried by people or from the cars themselves. They are normally the ones providing traffic information to the radio stations. Now those stations with live reporters have other sources such as actually monitoring cameras, listening to police and fire radio dispatch and connections to the area's traffic operations center.

The data you get on your Nuvi is broadcast as an automated data string that is updated when the station gets around to it. Part of the data comes from providers such as Navteq (Here), Clear Channel and Inrix through data feeds. The station decides on how much data they are willing to pay for and that plays a big part in how big an area is covered and how often the data is refreshed. But what you receive isn't Garmin's data, it's whatever the radio station your unit is connected to. The maps used by TV stations showing traffic flow as the green, yellow or red roadway are all fed by probe data.
