Garmin POI Loader issues

I'm having trouble installing the garmin POI Loader. After downloading the latest version, 2.7.1, I get the following message: "This is an unsupported OS version. This application requires Windows XP SP2 or greater". I'm running Windows 7. I've tried running "Windows Compatibility" tool, no luck. I've tried changing the compatibility settings by right clicking the program icon, and clicking on properties and then opening the compatibility tab, no luck. I've tried contacting Garmin and Microsoft, no answer as yet. My pessimism says that Garmin will say it's a Microsoft issue and Microsoft will say its a Garmin issue.
Anybody have a solution on here?

If you give me 2:1 odds, I'll bet you 25 cents it's a Microsoft .NET Framework issue, either a corrupt .NET or a missing .NET. See:

If this is the answer or you find another fix, please report back with your solution so we can better advise folks in the future. This issue has come up at least three times now so it's not that uncommon.
There was a .NET Framework 4 update issued just about a week ago for Windows 7 folks.
Map update
I followed your advice, did not solve the issue. The last time I loaded new POI was on 1/21/12. Worked fine. One thing I did this week was update the latest maps to my GPS. Would this be a issue?

The map update shouldn't effect POI loader.

Sounds like there is a incorrect setting in the registry caused by another program install. Try to restore the computer to a date as far back as you can. You can always restore back to current date if that doesn't help.

Another Suggestion
If rjrsw's suggestion did not work here is another option you can try.
I am not familiar with Windows 7 but I think the same
procedure would work. If there is another user on your computer sign in as that other user and try to install. If you are the only user then create a new account with administrative privlidges, sign in as that user and attempt to install. If that doesn't work, sign in again as your account and delete the newly created account, no harm done.
If the new user account works than it appears something in your user settings is corrupt.

System restore
Thanks rjrsw. Sytem restore seems to have resolved the problem. I was thinking of trying system restore. You confirmed my thoughts. When I opened the system restore utility there is an option to scan for affected programs. This is what it told me would be deleted and what would be restored:

Garmin comminicator plugin 2.9.2
(I had uninstalled POI loader 2.7.1 prior to opening system restore)
restored:
Garmin communicator plugin 4.0.1
Garmin POI loader 2.5.4.0

I assume that you are going to reload POI Loader 2.7.1 in order to get the ability to "name" the file that POI Loader creates when it runs. As I recall, it was not until 2.6.0 that we got the ability to name the file.
Someone else cover me on this but I also think the the old versions were "POILoader.exe" and now it is POI Loader.exe".
You may want to consider uninstalling the older versions of POILoader. I like using Revo Uninstaller rather than Control Panel add/remove because Revo does a more complete job of removing left over registry entries and files/folders. you are correct and covered Jgermann about the newer version's filename. We just solved the problem on another user's PC with "POI Loader.exe" after remembering I had the same problem on mine when Garmin changed the filename.

Every time I use POI loader I have to right click on POI Loader.exe application file and select run as administrator or it will not create the Garmin GPI file.

This is the response I received fron Garmin support:
...Clicking Save during the download prompt instead of clicking the Run option
...Right click on the saved POI Loader installation file and choose to “Run as Administrator”
...This should allow you to install the POI Loader without getting the error message.
