is there anywhere that shows what updates or changes that are included in each map update the garmin puts out?

No
No. Garmin has never published a "list" of changes.
The best you can do is to scan (scroll) through the map on Garmin's website.

A list of changes would make things easier, but from what I understand, there are so many changes that a changelog would be too tedious to read through.
