For users of MS S&T with a GPS antenna attached to a Netbook are POI files available for download and use with MS S&T application/product?

Yes you can import them from POI to MS S&T using the import wizarrd. that is one way.

Maybe you were asking which POI files will work with Streets & Trips?
You can download any Garmin CSV file or a GPX file and use it in S&T. If you have a choice...GPX is easier as you don't need to do any manual column header matching.
