News from Montgomery Gazette titled "Lawsuit targets speed cameras"

I, personally, don't like two things read from this news,
1. per-ticket incentive to contractor
2. contract to a IT firm not HQ in Maryland.
The question I have regarding "...The Montgomery County Police Department reviews all county tickets before they are issued, ...". I would ask what is the criteria as well as process on this.

Have you tried to file for the procedures under the Freedom of Information Act (FOIA) rules? I would start there with a letter to the Police Chief copies to the County Attorney and the press.

Would be interesting to know, but
It would certainly be interesting to know what the MCP 'review' process is, but it's only a secondary issue (albeit a good one) if the programs are in fact illegal. Sounds like they are if they pay a fee per ticket issued. Interesting how the county spokesman never addressed that directly. Maybe there's some vague wiggle room in the Maryland law.
The other point about using an out of state contractor annoys me as well.
It's about the Line- If a line can be drawn between the powers granted and the rights retained, it would seem to be the same thing, whether the latter be secured by declaring that they shall not be abridged, or that the former shall not be extended.
