Who authored GPXtoSPUD? Need to contact about a bug

I'm wondering who created the GPXtoSPud.exe program.
I would like to contact the author. it seems that I can import GPX files no problem and output SPUD files...the issue is I cannot open my SPUD files to add more speed traps.
I'm not a camera person, those are only parking violations, no points. And with a strobe on the plate you can block the camera if you are motivated.
However, I do update my human powered speed trap locations via various sites and my own inputs of known LIDAR locations.
I'm hoping someone will fix the bug in the GPXtoPOI program to allow me to expand my database.
