Map Coverage
The GPS will work in Punta Cana, but it doesn't look like City Navigator North America includes a lot of map detail for the area. You can browse map coverage on Garmin's web site at this page:

Even though the Dominican Republic is not mentioned in the coverage description, there seem to be a few major roads included; but I don't know if they're routable. I don't see any local roads, and I don't know if there area any POI.
AIRPLANE USE
I haven't tried it myself, but I've heard reports from many other users who report their GPS receivers work just fine on airplanes. It doesn't matter if WAAS is disabled or not. Many airlines have rules that forbid the use of electronic devices that receive signals (like GPS). You should check to be sure it's okay for your flights.
