To expand on the above, cgpsmapper is a command line utility, that reads its way through a parameter file. You're going to need some additional software to create that parameter file, for any non-trivial map.
I'd like to recommend http://www.mapman.org.uk/ (I've no connection with this software). There are quite a few others, but I found that this had the easiest learning curve.
Basically what it and similar products do, is allow you to take a bit-mapped image (Scan,Screen dump etc) and 'trace' over it to produce a series of points. These points make up the roads, rivers, county boundaries etc. The more points, the smoother the map.
Try something small, like mapping your local park, or any other area on the Navteq map, that you know has missing detail. If nothing else, it will give you a new found respect for Navteq's map makers!
You might also like to try embedded some of your own POI's in a map. That way, you can choose the zoom level at which they appear.
