I have been successfully using EPE for creating Custom POI's. It is a bit of a chore, since I have to get the coordinates via Google Earth, but it did work.
I had to make a minor correction to an existing GPX today, and as soon as I double clicked on an existing location, the program froze. The only way, that I could exit was to restart my computer.
I had set options to not use the internet and I'm using Windows 11.
Admittedly, it has been a long time since I last used EPE, so maybe, it doesn't like Windows 11. I got around the problem by importing the original GPX file into Basecamp and correcting the location. I then exported the updated file. All worked fine.
