I tried to update to 7.0 about half way thru it failed this happened several times ! so I opened task manager and started the install and my Kaspersky internet security went nuts ! so I turned it off and the update worked fine then I restarted Kaspersky and all was ok I did the update thru garmin express and turned run in background off.
That is odd, I opened GE and it was already updated. I never updated it and I never have it running unless I tell it to.
That issue aside, I HATE this update. You now have to plug in the Garmin to see what update is even available. What a joke. How many times does it CONTINUALLY show a traffic update that NEVER seems to install. Is it a Time Zone map update for some place like Uganda where I won't be traveling to? How knows. This is a step in the wrong direction.
I think this put the nail in the coffin, so to speak. If / when my Garmin 2450 dies, I will not replace it and just get by with my smartphone.

I’m not sure you understand how GE works and serves to notify you of device up dates and GE updates.
There is a setting in GE that basically tells GE to always run in the background, device connected or not. If that is enabled, that may possibly initiate a GE update. I’m not certain on that, as I always have it off. Why have something run for the half-dozen or so times a year I need it.
Now, for GE advising you of updates. I’ll use an example of my 2689 which I checked earlier today when GE was updated. It is current as far as maps; I forget the number, but let’s say it is “XYZ”. If tomorrow a version comes out named “ABC” then I do not have to hook up my 2689 to see that a new version is available. Simply opening GE will show the number “1” at my device, the 2689. I can choose to update it whenever I want. But no number will be present if a device update isn’t available, and again I don’t have to hook up the device. GE knows what I had today, and if a new version comes out tomorrow, it also knows I’m one version behind.
Install went OK, I clicked on the 3597 icon (said there was one update) and it updated the display. Clicked on "View Detais" and nothing happened. Usually GE will display what the update is, but not this time.
Clicked on "Install" in the same panel and then GE told me to connect the 3597. Connected the 3597 and then a panel came up saying that a new "Time Zone" map was available. Gave me a Yes or No option. I installed the map and all seems well.
Yes, I rebooted the PC first and have since shutdown and rebooted again due to serious T-storm activity. Same problem exists with the Nuvi 600, but that's a map update that I already have (GE doesn't like the way I split the last map update and it didn't like the one before either. So I just ignore the notice.

Connecting my nuvi 2689 does show the map details as 2021.10. One thing I did observe, which I didn't previously with my 265 (it also reported map details) is when I clicked on map details, there was a quick flash in my Windows 10 Notification bar stating "Setting Up a Device", shortly followed by a "Device is Ready" statement. There was perhaps a 5 second delay so when connecting, perhaps be a bit patient.
This is not however the first time I have used the 2689 with this PC. It probably has been connected to the PC dozens of times.

I am well aware of that setting and I always disable that setting. I even verified it when I open GE, and it was not checked.
My comment about the number was before you could see what the update was. Now you can't unless the device is actually hooked up. Here it was a Time Zone map update in countries I don't even have maps for. Hardly a critical update.
I’ve never seen map version without device connected

I don’t think I ever saw the map version when the device was disconnected. But then I have multiple devices and some due to their age, etc. may be eligible for different things, I have do get an indicator of the possible number of updates available. For instance, yesterday I updated the GE on a rarely used computer and noticed that for my nuvi 2689 there were 11 updates shown as available. That really isn’t the case as the 2689 is updated on a totally different computer where it currently shows as being “current”. GE stores on the local computer the date of the last update, and compares that to the newest update, and posts a number indicating the number of available updates next to the device. On my rarely used computer, the 2689 hasn’t been connected for perhaps a year. If I connect the 2689 now, no updates will occur, and that number “11” will clear.

It does seem odd to me that for an update warranting a full version update (7 from the earlier 6), I would have expected more. It seems like an update from 6.21.0 to 6.21.1 or at most 6.22.0 would make more sense for "minor bug fixes."
The major change which hasn't been included was because users couldn't download a specific Garmin map update, with v7 they now can. Why that wasn't mentioned in the changelog I don't know.

Sometimes it comes down to the sequence of the events. Out comes a major Windows 10 update and now an older version of GE may, note I said may, doesn’t work. Is it Microsoft’s fault, is it Garmin’s fault, or is it no one’s fault? Sometimes changes in the OS require a change in the apps that operate under tht OS.
