Where do i put mp3 or .wav into my Nivi 2598 to get "shell station nearby" to be voiced when approaching?

Only older nuvis can use mp3 sound files. Newer nuvis can only use wav sound files. However, the wav file will not be loaded into the GPS using POI Loader unless you download and place sox.exe in the folder on the PC containing poiloader.exe
AT&t used to have an excellent online program. You could type in a phrase, choose a variety of voices and end up with a very natural wav file that you could save.
This was a test site and AT&T no longer offers free access.
Can anyone suggest a good "free" alternative that sounds natural?
I use Balabolka at http://www.cross-plus-a.com/balabolka.htm only 2 voices available with Windows 10
I'll give it a try when I get home on Monday.
