As you likely know, Live Traffic requires a Smartphone with a data plan and the Smartphone Link app. Data usage is minimal and usually isn't a factor with most data plans.
If you have data plan on your phone and will use it in areas where cellular signal is good, then Live Traffic will be your best option. Live traffic does not use too much data.

I have seen a major accident on i-85 reported with HD traffic disappear when we got out of the range of the radio stations as often happens on these major highways.
Another interesting item, if you do a simulation run with your GPS the Live Traffic gives you the current conditions at your simulated location.

The difference, I've read, is the HD traffic is updated a lot more often. The traffic that comes with the unit updates every 5 minutes, the next flavor every 2 minutes, and the HD version every 30 seconds. I drive for a living in and around a big city but have not purchased a faster service yet.
I can tell you I was pretty amazed with the traffic that comes with the unit one day. My day oftens consists of making several deliveries to the same location (which varies from day to day) so I might travel back and forth all day along a particular highway. One day there was a temporary construction zone set up and on the screen of the 2689 was a little orange construction sign in the area of the construction. When the workers left the sign was gone. Pretty cool.

Assuming that you are asking about the traffice receiver of the 2699. I posted the following in the thread "Garmin HD Traffic Loss Of Signal", http://www.poi-factory.com/node/44725. The procedure works for the HD receiver (GTM60) of my 3597. I think it should work for 2699LMTHD also.

Its a "joke" for you but not necessarily for others. The main problem with any traffic service is coverage and timely reporting of traffic incidences. No system or service is perfect. It seems that the traffic service Garmin uses works best around large cities that have well known heavy traffic corridors, like the North East (Boston to Washington DC for example). When I drive in the North East in and around the major highways the HD traffic works fairly well. Its only when I get out into the boonies (like upstate NY or PA) is where the traffic service no longer works other than showing any reported construction spots. I've even seen the Garmin HD traffic work from time to time on local streets in certain parts of southern New Jersey which was a pleasant surprise.

Worthless to me
