My Garmin 1490 routed me onto a 20 mile stretch of unpaved road even though I had "unpaved roads" checked as an avoidance. Any ideas why this would happen? The road had some paved sections but was mostly unpaved.
perhaps
It was because there was no other viable route. Avoidances are preferences, not absolute rules.

and the map accuracy
The maps would also have to be accurate enough to know that it was a dirt road. Not always the case if you are out far enough away from a metro area that you have dirt roads.
Or
Or if there are paved sections this may disqualify it as an unpaved road, depending on the rules used my the map makers.
Nuvi 350, 760, 1695LM, 3790LMT, 2460LMT, 3597LMTHD, DriveLuxe 50LMTHD, DriveSmart 61, Garmin Drive 52, Garmin Backup Camera 40 and TomTom XXL540s.
Unpaved roads avoid
My 1490 does this also. The state road map clearly shows that the road is unpaved and another paved route is nearly as fast/short. Go figure.
This happens only occasionally.
