Garmin c530
I sould suggest he take a serious look at the Garmin C530. He can get it for $349 at Amazon.com with free shipping.
The unit works almost flawlessly. It has a Super Bright Screen and the SiRF High Sensitivity receiver. ...plus all the other wonderful qualities Garmin builds into its products. If you look at the Amazon web site he can read over 100 user comments. 99% of them RAVE about this unit. It is a great value for the money. It won't fit in his shirt pocket. But if that is not a deal breaker, he should love it.

You may want to check Costco.com also. They have some pretty good deals on GPS units and a great return policy.

Officer I'm sorry I was going the wrong way on that one-way street but my GPS told me to turn left ... Oh, I'm still getting a ticket, okay then the GPS will see ya in court!
Try Reselller Rating
Hello..Yes I know its been a while... I usually like to use: http://www.resellerratings.com/
I type in what I want then find the best place to get it. PCNation.com had the best price on the Garmin 76csx I bought a few months ago.
Cheaper is not always better. I usually buy from places that have good reviews with at least 7 out of 10 stars.
I would suggest the person check out the product and read some reviews on it before he buys it.

How about a Tom Tom One?
I'm not sure if you're only looking for a Garmin brand GPS system. But Tom Tom One is a pretty good GPS system for people that are on a budget.
Dell's website has a pretty good deal:

When I was looking for an entry level GPS system, I purchased the StreetPilot i5 and I couldn't be happier.
Great unit for the price. However, I think it has been discontinued and as such you may get it for very cheap at one of the large online retail stores.

TomTom 300 at buy.com $199 with free shipping. Some of the down sides with this are that it is refurbished and it is two generations old (the x20 series is now current). I have a 700 and just love it!
If you want to move up to currrent you can look at the TomTom One for $299.
TomTom
I would recommend TomTom too if you travel a lot as they have quite good coverage for Europe and Australia.
HP iPAQ rx5915
If you want to spring for another $100 (around $400-$425), you might look into the iPAQ units. They list for $499 or so but you can get better deals on the Internet. Its actually a Pocket PC with Tom Tom Navigator 6 and the North American Maps installed. It includes WiFi, Bluetooth, pocket versions of Word, Excel, etc. I use it for checking email and a few other tasks on short trips where I don't want to take my laptop.
I got one about a month ago and really like it.
Cheers

Worked for me
I have a similar solution to omnitek's, however it may be technically challenging to work with for some people. I saw a Mio unit in Fry's Electronics of Phoenix for $179.00 last week, unfortunately I don't know the model, but they usually feature sales for one or two receivers on their weekly ad. Cobra is another budget brand that comes to mind.

My guess is it's the Mio C220 in that price range. I've heard both good bad on it. It's very fast but the cons are the volume is a bit low and the screen can wash out in bright sunlight. The new Teleatlas maps are supposed to be very good now.
