As of 6:47p, according to an email I got from Garmin, 2012.30 is now available. But sadly, on further review Garmin simply sent me an ad for Europe 2012.30. I don't know how in the heck I got on Garmin's Europe mailing list though.

Europe was released last week. North America tends to run two weeks behind.
I predicted 11/17 for the release, so let's see if that holds up.
