Each manufacturer will have their own programs to load custom point of interest (POI) files. Most of the files on this site are in the format needed for Garmin, but they can be modified fairly easily to load into other units.

It all depends on the model. Firmware can span multiple models, like the new 7x5 v4.00.
But, you can't put TTS on a non-TTS model if that's what you're asking.
