I bet if someone checked, every city that has these cameras would find the exact same thing.

Not uncommon. Most departments have policies regarding driving in emergency and non-emergency situations. It sounds like the departmental policies were violated in some cases and not in others. I suspect that the state law allows police officers to disregard the posted speed limits and traffic laws in performance of their duties (as it does here in AZ) and that is why there is no mention of tickets being issued.

Emergency lights, no emergency
In Raleigh NC I frequently see cops pull up to an intersection, turn on their emergency lights, pull through a red light, then turn off their emergency lights and drive on at a normal (at least for them) rate of speed. Obviously no emergency, just a "laws don't apply to us" attitude.

No excuse except in emergency situations
Officers have no excuse except in emergency situations. Same for us (and I'm in a hurry does not qualify as emergency)
Even emergencies aren't excused
As the recent national media made aware with the man taking his wife to the hospital while she was suffering a stroke. I don't agree with it, but the rules are there for a reason, unfortunately sometimes they shouldn't apply.
I have a friend that drives an ambulance and they have been instructed that they shouldn't be breaking the speed limit, even though it truly is a case of life and death.
Happens here all the time.

I have reported them to the Mayor, Police Chief's and any other authority figure I can find. At one intersection that I have seen the same vehicle doing this repeatedly this no longer happens.

This seems to be a good way to bring such occurances to light. If you happen to have the car number, another good way to get action is a letter to the editor of your local newspaper.
Cops and Traffic Laws
I don't see many of them running red lights in Montgomery, Alabama, but they consistently ignore posted speed limits here.
Always above the law
Around here, every once in a while they initiate sting operations to catch drivers who turn while a pedestrian is still in the crosswalk, rather than just out of the way. Yet I have seen so-called peace officers turn right through crosswalks still containing pedestrians more times than worth counting.
My wife has written numerous "tickets" (just notes really informing them of their mockery of the law) and left them under the windshield wipers of both cops and meter maids parked in no parking zones and in front of fire hydrants while stopping to eat in a pizza joint we live near.

Saw the same type of report
Saw the same type of report in Dallas last fall. I'm pretty sure the public outrage was enough for the police to justify if any of the red light runners were on an emergency call, then pay the regular fine for the rest of the infractions. It was a hot debate on the news for quite a while.

Chattanooga has a procedure in place
"Emergency Vehicle Citations
All possible violations for emergency vehicles are
reviewed by a police supervisor using either photo or
video for proper use of emergency equipment when
violating traffic laws.
If emergency responder is found to be answering a
priority call for service the citation is rejected.
If no call for service is found or documented, the
citation is approved and forwarded through the
driver’s chain of command for payment or request for
judicial dismissal."
