Routing / programming question

Interesting at least to me.

I noticed with my last map update to my Garmin
C530 that the newly finished Hwy I-64 through downtown
St. Louis was NOT in the update due to the routing
that I was getting from Downtown to home. I would also
get the recalculating as I was on the new road as the
gps tried to route me off of a "closed" road.

Yesterday I noticed that the punching in the same route
resulted in a different routing. I do not get the "recalculating" while I am on I-64. The gps routes me right down I-64 as I would expect with an update.

The last map update is the 2010.30 that I installed
in November I think. I-64 opened again for traffic
the beginning of December...

Am I crazy (don't answer that) how could this be. Is
there a possibility of a timing issue on the maps
that after a certain date the "closed" roads become
open as if following the expected opening of a road?

A few weeks ago I did put in an update to the Garmin Maps via the web site telling them that the road was expected to be open on the first week in December.

Any thoughts / ideas - ....
