"Avoid Tolls" setting on Magellan 1340

I live in NYC and I have the luxury/good fortune of not traveling during rush hour. I'd like to be able to avoid tools where possible (at 5.50 a pop, it can add up). So far my 1340 and the 1212 I owned prior to it seems to ignore the "avoid tolls" setting unless I select the option for least use of freeways.

My gripe with this "solution" is that it will also avoid non-toll highways/freeways. Is there a setting that will allow the best of both worlds?
