I was not able to locate Hwy rest areas for BC.
Did I miss something or don't they exist? If not, any suggestions as to where I could begin to pull data to start a POI file?

I don't believe anyone has built a file for Canadian Rest Areas. You may want to contact the transport Ministry and see if they can provide a list with coordinates. Once you have that, we can help you build a BC Rest Area file like the US file.
