Would anyone know who determines which features are available from MSN on a Garmin nüvi receiver? Would it be the Garmin firmware/software, or MSN? I am refering to traffic, weather, gas prices, etc.

It is a combination of MSN & the specific Nuvi you use it with. MSN makes multiple features availabe, but not every Garmin can receive ALL of them. For example I have the 750 and I don't get the 'Stock Quotes'. There are 2 MSN receivers and which one you use is also dependent on what Garmin you have.
You're not missing much

You're not missing very much on the stock quotes. MSN only provides a VERY abbreviated list of available stocks to download & track. I called their customer service to inquire and they could not provide me with a list. But they did admit that they only provide data for a very short list of what they deem to be "favorite stocks".
If you have a 750 you should
If you have a 750 you should be able to get stock quotes. It isn't htat big of a deal. I Like the news, but it's mainly a gadget for me. It's just fun to have.
780 gets stock quotes

I get stock quotes on my 780... The only thing I do not get is airline flight delays and moving radar. I have the original MSN receiver, just kept updating it via web updater. I would think a 750 would get the same data as a 780, have you tried updating the firmware?

Garmin 680
MSN on 680 only includes traffic, weather, movie theater info, and gas info.
I have been using the four
I have been using the four MSn features. Guess I am just being too inquisitive. My wifes 265t has 8 MSN features and the yearly charge is $49. My 680 has only 4 MSN features and the yearly price is $49. Something wrong with this picture?

Not quite sure

that something is wrong with the picture. The newer versions of GPSrs have the newer features. if you want to verify this, swap the traffic receivers and you will see that the older traffic receiver does receive the same content as the newer ones. However, the older GPSr is unable to display the newer features. That is what I found out. Only a firmware update can make the older GPSrs to display the new features but I guess that would defeat the purpose for Garmin - we should buy the newer versions with the newer features.
By the way, if you intend keeping the GPSrs for some time, it may be better buying the "one-time" "lifetime" subscription. By the time you have renewed annually for two years, you are close the lifetime price. Just a thought.

Go to:
http://www.msndirect.com/devices.aspx
Select Garmin using the "Filter By" pull-down box near the top-right of the page. Click on a Garmin GPS device within the "time-line" display and the device will be shown along with the device's supported MSN Direct features.
I also agree about the one-time payment option rather than the 49.95 yearly charge. Seems much more cost-effective.

Everyone is so logical.
Everyone is so logical. Seriously, thanks for all the comments. Maybe the lifetime would be the ticket as I hate to give up my 680.

The News, Stocks, Movies,
The News, Stocks, Movies, and Entertainment icons are on the 7xx series and above. The Flight times, weather, etc. are on the xx5 models as far as I know

Just to be specific....
the 7xx has weather (current and forecast) but not doppler.
the xx5 has the doppler too.
Wish they would enable doppler for my 780.

Disappointed in Stocks/News Content
To be honest, the stock and news content is a bit disappointing. First, many of the stocks I am interested in are not available with the service - seems to only carry big cap names. The news articles chosen for broadcast can be a little odd and the detail behind the headline is far too brief.
