When the 3D pointer indicates when to turn ,what is the part of the arrow to go by. The tip ,center,or tail?It would help to know for turns in a very tight spot or multiple exits very close together.
to the point
If the Almanac data, which is constantly transmitted by each satellite is current on your gps you should be able to use the point.

Edit:
I'm also using Aconite's modified arrow, If Almanac data is not fresh, you will find your GPSr pointer lagging a bit behind your actual location, due to loss of accuracy.

center but ....
The tip ,center,or tail?
If you are using the Garmin vehicles (including the 3D blue pointer) it is unfortunately the center. But another user on this site has posted a revised version on the blue 3D pointer that moves the actual location point to the tip, which I find much nicer to use (you don't stick out into the intersection before even making a turn). Sorry, i don't have the link at the moment but I expect someone more organized than I will post it soon, or a search of the Garmin forum may allow you to find it yourself.
probably not the link you wanted, but perhaps useful...

The thread I linked includes a post about that, but there isn't a link in his post.
Another post in that thread points here:
http://sites.google.com/site/lschwabe/Home/srf
Which includes a couple of pointers using the tip as the vehicle position. I know I downloaded a couple of others, and I assumed (!) that I found them here, but I can't find the links right now. If they turn up, I'll post a link.
Edit: Might also take a look at some of these:
