I don't think there is a way to get rid of it other than to hit the button agreeing you read it.
It's a CYA thing for the company.
Now-a-days... can't say I blame them.

I think you're stuck with it. Anyway, if you were able to remove it, you'd just have a blank screen. It's using the time to acquire satellites. You may know, it is possible to have a custom start-up screen. Just store a picture in the nuvi and select it as a startup screen. It doesn't replace the warning though.

Don't think
there are any settings to disable the agreement screen. Others can correct me if I'm wrong. It does disappear on its own after a few seconds.
Maybe Garmin is just trying to protect themselves from law suits like any prudent company must do.

You have to take it off of safety mode. I don't have mine in front of me, but look under system setting. That will prevent it from the initial screen.

doesn't stop the problem for all Garmins

Even when not in Safety mode my Nuvi 250 puts up this screen every time it is turned on (and not conncted to a computer).
Nuvi 660 always has warning screen
My 660 always has the warning screen on even if it's not on the safety setting.

Thanks for the info. I was trying to figure out if a custom screen was possible.
760
I'm not sure about your 760, but on my 660, I was able to replace the first Garmin logo splash screen with my own custom one. The license screen that shows up after that, can't be gotten-around to my knowledge. I still have to press the "Agree" (or whatever it says) button.

It's there to stay
I do believe.

On my 760, you are correct. the standard "warning" message will disappear on it's own or you can acknowledge the message, either way.
Now when I first purchased the 760, It was in "safe" mode and presented a different message. I turned it off by going to: Tools>Settings>Security>Safe Mode (on or off).
.
The warning screen can be modified, but apparently it isn't easy. Here is a link explaining how to do it. FYI - turboccc is the one who created some awesome freeware programs for the Nuvi.

It can be modified but
If you would rather eliminate the warning screen, it looks like someone has done just that with the help of the RGN Tool from turboccc http://www.gpspassion.com/forumsen/topic.asp?TOPIC_ID=141264
