(b) Red light offense – liability imposed. The owner of a vehicle shall be liable for the penalty imposed under this section if the vehicle crosses a marked stop line or the intersection plane at a system location when the traffic signal for that vehicle's direction is emitting a steady red light.

Most are set that if you enter a intersection on a yellow and it changes to red that is considered a contribution, opps I mean a failure to stop on red

We got a red light ticket from DC in the mail a couple of years ago. It wasn't even our car, not even the right make. We have never been through the intersection in question. Had to go to civil court to protest it. "It's not my car" didn't work with the "judge." They said it was out license plate, so we were liable for the ticket! The plate numbers were not completely legible. Finally my wife pointed out that the renewal sticker on the photo was NOV and our renewal date was AUG. That was "sufficient" proof to get us off.

In the process it cost us the time (half day) off from work. We're residents of Maryland. It's truly a racket they've got going...

But not a very compelling letter. Get past the legaleeze and it says basically the ticket doesn't tell me how I can appeal and doesn't afford due process, but these are my options. The first of which is to request a hearing which is the first step towards their due process.

It would be better to have an officer on the other side of the intersection to pull them over and give them another set of tickets in addition to those issued by the cameras (as permitted in 1e).
