BMP resizing

Ok ,, Now I have another question for all the gurus.
I have an icon or picture that I want to use as an icon and I need to know how to resize the picture to 24x24 or the right size for an icon.

I have read the post and faqs on loading and so forth but it doesn't tell you how to size image. I have tried on windows paint no luck. I do not know how to size the picture. Once again I would like some Help.

use paint

go into images open attributes change the size

Use Paint.net from http://www.getpaint.net/

I've been using Paint.net (http://www.getpaint.net), recommended in other threads here.

The program is really GREAT, and really FREE!

GREAT: It is quite powerful, flexible, and relative easy to learn.

FREE: On the free side is not a "try before before you buy, nagging, or limited time" type of shareware, is really free, even though you can still donate, if you wish to.

Resizing and and a whole more advanced options are possible.
