Try the POI Factory's Red light and Speed cameras downloads. I've found these files extremely useful!
I know that several Montreal area Red Light and Speed cameras are included. I'm sure that you will be surprised by the span of these files. Probably other areas in Quebec are also included.

What I would do is to convert the CSV file to GPX using EPE. Then you can view it in MapSource and probably in BaseCamp (I hate it) too. Then you can see where the coverage is for.

There is no need to convert the file. Just read it in as a CSV and it will display on the map view segment.
Illiterate? Write for free help.
GPX
The reason I like to see it as a GPX file, using MapSource it shows all POI's and you can then narrow it down to the complete area i.e Quebec that you are interested in. As a plain CSV file all it is are letters and numbers. Then in EPE you have to isolate ONE of the POI's and just see it on the smaller EPE map.
My thoughts in any case.

yes its true, because:
the name "Montreal" or "quebec" are not necessarily appointed, but the coordinates are perhaps there, I'll do a test with mapsource
gpx
ok I checked in gpx/mapssource and red light is in quebec, same if i dont saw all comment in csv file
for speed trap I saw 6
normaly 15 speed and red light in quebec, i think is not full
is not realy big file in gpx, but is very hard for mapsource
