how do you download red light/speed cameras to my garmin nuvi 350?

Have you downloaded a file from garmin called poi loader? after you have down loaded the file connect your gps to the computer useing the usb cable the poi loader will open automatically browse and find were you put the red light camera file. Most of us make a file under my documents called poi. and we down load the file we want poi-factory to the poi folder..

CSV file

CSV file is a Comma Separated Value text file. MS Office if installed on your PC will associate the .csv files with Excel, but you can open it with notepad. It's just easier to manipulate it with Excel to move a whole column to get it in the right format for your GPSr.
For garmins: longitude,latitude,name
Use POI Loader from http://www8.garmin.com/support/download_details.jsp?id=927 to install the red light/speed camera file or any other poi file. POI Loader will install .csv and .gpx POI files to your nuvi.

Here are the basic steps

Download and install POI Loader to your computer.

Create a folder on your computer for all your POI files.

Download and/or create Custom POI files (either CSV or GPX file) and place them in the folder on your computer.

Attach your GPS unit to your computer with a USB cable. (Alternately, if you have a unit that will read the Custom POIs from the SD card, attach or insert the SD card to the computer.)

Run POI Loader.

Point POI Loader to your GPS unit (or SD card if applicable) as the destination for the Custom POIs. Use the drop down arrow if necessary.

Point POI Loader to the folder you created on your computer as the source of the data. Select Browse ... and navigate to the appropriate folder.

Select Manual or Express Mode. (Express Mode will set alerts based upon the data in the files. Manual Mode will allow you to set the alert information manually, if desired.)

Follow the prompts.

Express Mode will load you files and present you with a Finish screen indicating how many POIs were loaded.

Manual Mode will present you with each POI file you have in your folder giving you the opportunity to skip loading that file, and to set or change the speed or proximity alert information. At the end Manual Moade will also present you with a Finish screen indicating how many POIs were loaded.

POI Loader will create a file in the destination you chose named POI.GPI with all your Custom POIs.

When you download new POI files does it automatically overwrite the old one?

yes, when you run POI Loader, it will overwrite your existing Custom POIs which is located on your nuvi drive-\Garmin\poi\poi.gpi folder. You can use file explorer to rename poi.gpi file to mypoi.gpi (or something else).
There are some suggestions on this site for organizing POI files.

I noticed that the red light camera alerts wouldn't appear on my nuvi 350 when I was driving if I came across a red light camera when the .csv file was loaded automatically. But I decided to reload the .csv file for red light cameras manually selecting 400 feet to be prompt, which is about 1/4 of the block near the intersection for my city.

I downloaded the red light camera files automatically on my desktop and it appear on my nuvi 350 with alerts. Try that and let me know.
