Does anyone know if I can use my Garmin on a Mexican cruise without buying maps? Will I still see the land/ocean and just no roads or will it not be useable at all?
Which unit
On most Nuvis and street pilots the world base maps are all there. In fact some of the main roads too..use the Minus sign and zoom out and Scroll on down there and look..you can see what is there.

GPS is global. So it will work anywhere.
Without maps installed, will only see your position on the basemap.
Here are some Mexico maps that might work for you.

Used mine on a cruise
It really wasn't necessary, since the TV in the room had a continous map and updated position information. I did take mine on a few excursions, it was fun to upload the track data to see exactly where I was after we returned home.
