About conver <Premium Outlets.csv> to <Premium Outlets.ov2>

I just download , and need to use PoiEdit 2007 convert *.csv to *.ov2, but I can't use PoiEdit 2007 to open this file, it said some error. I don't know why?
Could somebody can help me?
