Interrupted Download When Updating Maps

I was installing Garmin maps to my computer. On myy first attempt I got 12% done and then I got dial-up speeds on my connection. I reset my connection and continued. It started at 0% and continued to 38% when the downloading finished. I would have expected the program to start the download at 12% and finish at 50%.Has anyone else seen this? It is a Drive 52 and Windows 7.
This is actually normal
This is actually normal behavior for Garmin Express. Just like it downloads the map twice if you install to both the PC and device. The expectation there would be that Garmin would use common sense and use the freshly-installed map on the PC to install to the device.
Also, I would NOT be using Windows 7 to connect to the Internet, but that's not a relevant discussion for this site.

Garmin Express and Windows 7
I use Windows 7 with an older version of Garmin Express. It works fine.
Works for me
Last map update worked just fine on my Windows 7 PC with the latest version of Garmin Express.
Lives in Edmonton AB A volunteer driver for Drive Happiness.ca and now (since June 20 2021) uses a DS65 to find his clients.
