Can these folders be deleted? (Windows 10)

On a Windows 10 machine, I found about 70 folders at the location C:\Users\me\AppData\Local\Garmin_Ltd._or_its_subsid\express.exe_Url_44vgoklnmwzol3f5bx0zhrwgflwejvvx. The folders correspond to the versions of Garmin Express that I've used.
They aren't large, 4K generally, but can these be deleted? Each folder contains a file named user.config.

I've always deleted mine apart from the last one. Never caused an issue

There's just no end to the useless flotsam that Garmin leaves behind on our hard drives. At least these aren't huge files like the map files that are left behind after a new map download. I had to buy a new SSD several years ago because the one I had was mysteriously filling up through no action on my part. As luck would have it, I discovered those leftover map files soon after I installed the new SSD and recovered something well over 50Gb of space. Oh well, at least now I have plenty of free space.
