As posted above, can POIs be loaded on Garmin bicycle GPS devices?
Also, are Garmin Cycle maps actually just OSM maps?

What specific device?
The answer may be device specific; for instance an Edge 2, Edge 1030 and Edge 1040; I believe are all different in the manner in which POI's are handled.

It does appear that Garmin Cycle Maps are "...compiled using third-party data suppliers, including the community-generated OpenStreetMap (OSM) database." It looks like it is not compatible with City Navigator.
When I look at Open Street Maps it has layers for both CyclOSM and Cycle Map. I am still unclear the exact differences between the CyclOSM and Cycle Map layers, but I will do some more digging.
