his first, last, and only activity on POI Factory was uploading the file in 2012, so I expect he won't be offering an update. You could try contacting him at

to see if he's reachable and what his response is. In the event the POI file is now an orphan POI file, the moderators of this site could ask if someone else may want to take ownership of the file.
The current file from 2012 states its info is from www.gaspricewatch.com, a site which gives me the response below which may mean the site no longer exists...or something else:
