There is a way to do it by connecting an iPhone or iPad to a computer that has hard-wired broadband access, using the iPhone charging cord connected to a USB port on the computer, but I gather you don't have access to a computer either for the next three months. (If you do, here's how: https://support.apple.com/en-us/HT201352 ) In my experience this way often but doesn't always work. It won't mess up your device if it doesn't work; it will just say, Update not successfully installed; try again later, and your normal use of the device on the previous iOS version resumes.
If you don't have access to a computer with hard-wired broadband Internet either, or if that isn't working and you don't mind risking data overcharges for cellular service (some iOS downloads can exceed 100MB, which is why Apple blocks them via cellular by default), you can try the advice here to get the update via cellular: https://insiderpaper.com/download-install-ios-14-without-wif...

No access to a real computer and not worth my while to pay for 2 hours at a cyber cafe for WiFi access.
Here it’s not like NOB where you have McD, Starbucks etc for free WiFi, nothing like that here.

iPhones & iPads huh? Apple computers were always fairly free of these kinds of Gremlins. Apple has been at the top of the game for a long while now and I'm an Apple fan but not a buyer. My first and last Apple product was an Apple IIe computer back around the early to mid 1980s timeline. There was a time when one wondered whether Apple might continue as a viable business. The turnaround came with the successful introduction of all the iParaphernalia series that launched Apple as one of the most successful companies around. Apple would have probably died on the vine had it remained as only a computer company.
