I suspect Garmin realized they made a mistake when they released the corrected version of 2019.10 and didn't give it a new version number to distinguish it from the original release. They have done this type of incremental numbering on past versions when a correction was released. I bet keeping the same version number caused some support headaches for them. That said, it will be interesting to see if 2019.11 is different in some way from the corrected 2019.10.
Garmin Express is offering this update on all 4 of my devices. When the first corrected 2019.10 version came out, Express did not offer the update to my devices that I had already installed the original 2019.10 back in January.
I wonder if 2019.20 will now be released at a later date than originally expected ?

I have a 1490 and a Drivesmart 51 and the last upgrade sucked.
I drove to LA and back and to ST Louis and back and both Garmins sucked raw eggs.
Both had trouble finding places and to ST Louis sent us out of our way by an hour. My wife stated that she did not know that I knew such language when screaming at it.
When I learned about the new update I tried to test it. We were going to our eye doctor for my wife's new glasses so I entered the address in both Garmins. They both failed but EPE and my Toyota built in year old GPS map found it.
With this last map update it also updated the Garmin Software so I hope all is well.
I am leaving for LA again this weekend and will see how they perform.
MyMaps shows CN North America NT is still 2019.10 Basic 3D
CN North America NT 2019.11 ALL
Not all was updated. Basecamp shows 2019.1
Basecamp show 2 versions of 2019.1 in the Map tab. However, it's downloading whatever was installed as the new map.
Edit: So I ran a short route in simulator, can't find anything amiss. Just the two different versions in MyMaps. The map that GE installed to Basecamp is Version 2019.10.
For my older nuvi 750 and 855, the update details only mention "Updates map data" but for my 2460 and 3597, it states "Updates map data" and it mentions "Updates device software to the latest version." The recent Time Zone map update is listed separately so it's not the "device software" being mentioned.
Regarding the device software update, I see no mention yet on the great Polish site:
but maybe it's too early for the site to be updated.
I can see three possibilities:
-Garmin added the "device software" statement even though no update is actually available or being installed,
-there is a software update and a comparison of files with the 2019.10 map updates and the 2019.11 map update will identify it, or
-there is a software update but it goes into the protected memory that we can't access.
[Update] Ignore the above. When I connected my 3597 and ran GE, I first updated only the Time Zone map. After that, the Map Update details only listed the 2019.11 map and the "Updates device software to the latest version" disappeared so the software was the TZ map and not any other software.

In Basecamp, I see just one 2019.1 map, not two. In looking at BaseCamp's Map Product manager, I see the 2019.1 is listed as Version 22.10. I didn't think to check the version # for the original 2019.10 map but in looking at older maps, I think the version number was the same. Maybe someone planning to update both device and computer with the 2019.11 map can check the Basecamp version number before and after the 2019.11 update.

The Garmin programmers have a much more complex scenario for the next update of the maps. Different file names and different versions will be involved.
I can see four alternate ways this could work out.
1. The ones that upgraded to 2019.11 will be OK, but the ones that stayed with 2019.10 will have problems.
2. The ones that stayed at 2019.10 will be OK, but the ones that updated to 2019.11 will have problems.
3. Both groups will have problems

We can just hope that the programmers at Garmin will figure it out before the next map update is released.

It seems that map updates are always interesting in one way or another, but I don't expect anything unusual on the next update because of this mid version release. Neither Garmin Express nor Map Updater have any particular problems with skipping releases. And Garmin has done this incremental release numbering on previous map versions when they needed to issue a corrected version.
I have updated all 4 of my Garmin devices that have lifetime maps to 2019.11. Three of them (755T, 855 and 3597LMTHD) all had the original 2019.10 release from January. The 2019.11 version definitely had different files (map files and feature files) than the January release (based on file sizes and names).
My DriveLuxe 50LMTHD had the March updated 2019.10 map version. From what I can tell, the 2019.11 update has the exact same files that the March version has (same sizes and same file names), so I think all Garmin has changed is the version number.
As I said earlier, my guess is that the purpose of this latest update is to force out this update to get more users on the newest version and make it easier for Garmin support technicians.

Are you seeing anything 2019.11? If so where?
-- When you are dead, you don’t know that you are dead. It is only difficult for the others. It is the same when you are stupid.
The only real differences I see right now is that the "newer" version is 64 Kb smaller in size and that the name 2019.10 remained the same in some instances and places. The map and feature files changes are mostly just cosmetic.

I think I found the "MAJOR CHANGE"
Before when I connected my Drivesmart to the computer it would ask me if I wanted to use it as a USB drive but the "new improved version " states "USB connection detected" and then says transfer in 30 second with a cancel button underneath. My 1490 is still the same slow antic.

Looks like the nuvi is fancy, and perhaps 'different' maps, or some maps are more equal than others. The nuvi came with maps, lifetime maps, right? I added the lifetime CN North America to the 64s. That might introduce a slight twist of how different devices handle the 'same' maps.

The Garmin programmers have a much more complex scenario for the next update of the maps. Different file names and different versions will be involved.

Smaller and Cosmetic
The only real differences I see right now is that the "newer" version is 64 Kb smaller in size and that the name 2019.10 remained the same in some instances and places. The map and feature files changes are mostly just cosmetic.

As far as I'm concerned, I'll wait for 2019.20

WOW
I think I found the "MAJOR CHANGE"
Before when I connected my Drivesmart to the computer it would ask me if I wanted to use it as a USB drive but the "new improved version " states "USB connection detected" and then says transfer in 30 second with a cancel button underneath. My 1490 is still the same slow antic.
On My Mac
phranc, I'm using a Mac, latest MacOS, GE, etc. to maintain a GPSMAP64S.
Also use BaseCamp.
GE told me new maps were available, but no indication of what version. I ran GE, and I still see only 2019.10 mapping/files, but some files were updated to the time when I did the update. Looks like the name 2019.10 name remained the same.
Are you seeing anything 2019.11? If so where?
The only place I see 2019.11 in on the unit itself, in MyMaps. As far as GE goes, on the Map Options page, it shows 2019.11 is installed. In BaseCamp I can' only see 2019.1 or 2019.10.

Sounds good

That's Interesting

Here's what I see, or don't see.
On the GPSMAP64s, it shows City Navigator North America NT 2019.10.
GE only shows City Navigator North America NT (It does not show a version, such as 2019.1)
BaseCamp shows City Navigator North America NT 2019.1

Hear is what GE is showing
Hear is what GE is showing me. This is for Nuvi 3597.

I'm With You
This is confusing.
Looks like problems waiting to happen.
I think I'll go stand in the "Wait for next update line".
I'm right behind you in line.

Nuvi vs GPSMAP64s
Looks like the nuvi is fancy, and perhaps 'different' maps, or some maps are more equal than others. The nuvi came with maps, lifetime maps, right? I added the lifetime CN North America to the 64s. That might introduce a slight twist of how different devices handle the 'same' maps.
