Washington D.C - Red Light cameras now act as speed cameras !!!

Hey all,
In Washington DC, Don't attempt to make it through the yellow light because now Red Light cameras will track your speed as well. You have been warned !!!
" How does the program work?
Cameras capture violations on film and record all of the relevant data for the violation. For example, when a red-light violation occurs, the camera records the date, time, vehicle's speed, and time elapsed since the beginning of the red signal. The images are then analyzed, possible extenuating circumstances are considered, and the registered owner of the vehicle is verified. A citation showing a photo of the violation is then mailed to the vehicle owner. Individuals may now view their violation images online (requires ticket number and unique personal identification number provided on the mailed citation)." mpdc.dc.gov

Other municipalities have had this for years, DC and other municipalities are catching up. This is nothing new.
I wonder ...
I wonder if the reading of the quote from

which says that the "vehicle's speed" is noted means that these red light cameras are indeed "speed" cameras also.
There did not seem to be any overlap of red light and speed cameras based on http://mpdc.dc.gov/node/216242 and
http://mpdc.dc.gov/page/speed-camera-locations
although I only did a cursory examination.
Who else for DC is able to comment?
