So many municipalities deliberately stack the deck against those who disagree with these sorts of things, making it more expensive and troublesome to appeal than to just pay the extortion (sorry, "penalty and administrative fees"), than to challenge the system, figuring any rational individual will do just that: pay.
Thankfully we have a lot of irrational individuals who are willing to dedicate time and money to derailing these rackets!
