Error with basecamp after downloading

After downloading basecamp I get this error and it will not run: Help anyone!

First, make sure .Net Framework 3.5 is enabled:

If you have Windows 7 or 8, you already have .NET Framework 3.5 installed as part of the OS. You can check it with this tool:

tried but not working still
Thanks but I tried what you suggested and I still get the same error as noted above. Even tried with Norton off but no dice still same error. Yes I am running windows 8. The older version of basecamp worked fine until it quit because of a newer version was out there. So after installing the newer version i'm getting error.

Found a fix!!!
I hate to suggest it but a call to Garmin Tech support might be necessary for this one.
Called Garmin tech. Several people tried to fix it. Nothing they tried would work. They had total control of my computer and nothing worked. He said it looks like a problem with /.net framework 3.5 and that was the version of .net framework basecamp used. Windows 8 runs 4.5. He said I need to call Microsoft to see if they had a patch to fix the problem. Basecamp has not been setup to utilize .net framework 4.5. Instead of calling Microsoft I downloaded and installed windows 8.1. That worked and basecamp works fine not. So If anyone is having problems with basecamp running windows 8 you need to download and install 8.1.
