from my understanding
if I sell a 1490LMT, can the new owner update maps or have to buy new maps?
Map updates go with the unit in the case of an LM unit. I also understand Garmin is now allowing an owner to transfer a map subscription for a non-LM unit as well.

If you
If you have a lifetime map unit like the 1490LMT you would logon to your myGarmin.com account and click on the myProducts tab.
Find your 1490LMT and click on Remove. What this does is deregister the GPS from your account. You can then give or sell the unit to someone else and it will still have the Lifetime Maps available for download.

does this mean if I purchased map update for a non-LM unit, I can transfer it to another non-LM unit I own?

If I understand correctly. But then I'm not the person you need to ask. Send the question in to Garmin and get THEIR answer to the question.

Are you selling your 1490? I'm looking into buying one.

Can I transfer my downloadable content or purchases if I sell or give my GPS away?
If you decide to delete your registered automotive GPS and give it to another individual or privately sell it, please consider that most of the purchases you made for that device are not transferable.
Below is a list of downloadable content or purchases that can be used if still loaded to the device, but cannot be accessed in the myGarmin account of the new owner:
Supplemental Map Downloads
Mad Maps
Safety Camera Subscriptions
Games
FM Traffic Subscriptions
If one of the above is already loaded to a device when it is received, the product can be used but no updates can be accessed from myGarmin without purchasing a new item, subscription, or service.
Because map updates (including the nuMaps Lifetime subscription) do not require registration, they may still be accessed if the device is sold or given away.
Lifetime updates can be accessed outside of myGarmin by connecting the device to a computer and visiting the map update page on Garmin's website: http://www.garmin.com/mapupdates

Gps policy
If you are selling or give away a GPS you still get all the benefit of updating your garmin,as long you do not register your unit again ,unless the seller is giving you his garmin account and password.
The garmin must be register only ones with the same account, and can"t not be register twice with a different account name.
Use GarminMapUpdater, no log-in needed
