Red light Camera - right turn on red

A friend of mine recently received a red light camera ticket in Illinois, right turn on red. He watch the video of his right turn on red, he made a complete stop before the white line on the road, and then he continued with his right hand turn on red. Here’s the problem, he only stopped for 1.6 seconds at the turn on red light. He found out he had to make a complete stop for 3 seconds, and then continue to turn on red.

Regardless of the reason, the specificity of "No Turn On Red" means that those who choose to ignore it are clearly and knowingly breaking the law.

The only way one can break this "No Turn on Red" sign law is if the sign has "Legal" standing to be placed where it's at... and has the backing of the law to be able to be enforced.
A comparison would be having a cop give someone a illegal command... and then arresting them for "Failure to Comply" when the person didn't obey the illegal command given, because to do so would break the law.

I go through a few intersections on weekends in the greater Chicago area, and most people don't wait 3 seconds, they wait until the light has turned green. A majority of the drivers I've seen treat the red light camera sign as a no turn on red sign. I'm sorry I can't help contribute to their bottom line.
There's also a suburb I go through (Addison) where a couple of the reported cameras have been removed, so apparently the objective of modifying behavior was achieved, and they got hit so hard in the wallet they had to take the cameras out. Instead of complaining about the cameras, drivers need to hit them in the pocketbook and then they'll be removed.

You would get the fine even with handicapped NYS issued lic plates.. NYC does not care.. The parking agents would give your car a ticket without blinking.. The only place in NYC that your placard or plates are valid is in a private parking lot, ie. an off street store parking lot.. Do not even think of parking on the street with them.. It is even outlined on the documentation that you get when your handicapped placard or plates are issued.. THIS PERMIT IS NOT VALID IN NYC...
