I believe you are failing to recognize the difference between evidence and a witness. A photograph (such as one taken by an RLC or one taken during a robbery) is evidence; the accused can question the validity of the evidence but can not cross examine evidence. A perrson trained in reviewing or interpreting photographic is a witness; the accused can cross examine that person to cast doubt on the validity of the photograph.
Photographs are commonly used as evidence in a variety of prosecutions. I have never seen a defense lawyer cross examine any photograph.
